APAC EHS Regulatory Update: Key Developments from Q1 2026

The first quarter of 2026 saw a wave of EHS and sustainability regulatory updates across Asia-Pacific (APAC). New requirements took effect in chemical safety, environmental compliance, workplace safety, fire protection, and sustainability disclosure. These updates span eight jurisdictions and continue a trend toward stricter obligations, broader scope, and shorter compliance windows for organisations operating across the region.


What are the APAC EHS Regulatory Update in Q1 2026? 


Regulatory developments this quarter spanned chemical safety, environmental controls, workplace safety, fire protection, and sustainability disclosure across markets including Vietnam, Singapore, Malaysia, India, Thailand, and Australia. Several instruments were gazetted in late 2025 but entered force in January 2026, narrowing the compliance window for organisations that completed their year-end reviews before the changes took effect.


Here is a summary of the key developments:


Vietnam Resets Its Chemical Safety Framework.

Vietnam's Law on Chemicals No. 69/2025/QH15 took effect on 1 January 2026, replacing the framework in place since 2007. Manufacturers, importers, and suppliers face new substance registration requirements, revised chemical lists, and updated hazard communication obligations.


Environmental Controls Expand Across Multiple Jurisdictions.

Singapore issued a formal phase-out timeline for three Stockholm Convention persistent organic pollutants, with restrictions effective December 2026.


India notified new Solid Waste Management Rules on 27 January 2026, replacing the 2016 framework with strengthened obligations for bulk waste generators.


Thailand revised its national ambient air quality standards effective 22 January 2026.


Workplace Safety Compliance Obligations Active in Singapore.

In Singapore, the Ministry of Manpower (MOM) intensified random audits on under-reporting of Occupational Diseases (OD) following the expanded notifiable schedule under the Workplace Safety and Health Act. Healthcare, laboratory, and research employers with new reporting requirements for musculoskeletal and infectious diseases were among those targeted.


Fire Safety Maintenance Mandated for All Occupied Buildings in New South Wales (NSW), Australia.

From 13 February 2026, Class 1b and Class 2–9 buildings in NSW, Australia must have fire protection systems maintained under AS 1851-2012, covering commercial, industrial, healthcare, and multi-residential properties.


ESG Disclosure and Carbon Compliance Obligations Take Effect.

The EU Carbon Border Adjustment Mechanism (CBAM) entered its definitive phase on 1 January 2026, imposing financial liability on APAC exporters of steel, aluminium, cement, fertilisers, and hydrogen to the EU.


In Malaysia, Phase 2 of the National Sustainability Reporting Framework took effect, bringing remaining Main Market-listed issuers into mandatory climate-first disclosure under IFRS S1 and S2.
