EHS & Sustainability Landscape in Cambodia 


Cambodia’s occupational safety and health framework is spread across a number of separate regulatory instruments rather than being contained within one comprehensive OSH law. 


More than 20 Prakas, or ministerial orders, issued by the Ministry of Labour and Vocational Training (MLVT) form an important part of the current framework. Together, these requirements address different aspects of workplace safety and health across industries. Depending on the nature of an organisation’s operations, additional requirements from other government ministries may also need to be considered. 


This can make it difficult to gain a complete picture of the obligations that apply to a particular workplace. 


Cambodia’s OSH framework is also continuing to develop. With support from the International Labour Organization, the government has been working towards a comprehensive OSH law that is expected to bring together and modernise parts of the existing regulatory framework. 


For businesses, this means managing today’s requirements while remaining prepared for future regulatory changes. 


Key authorities involved in occupational safety and health include: 



  • Ministry of Labour and Vocational Training (MLVT), the main authority responsible for occupational safety and health requirements, including the Prakas that currently form a significant part of Cambodia’s OSH framework. 



  • National Committee for Occupational Safety and Health, which supports the coordination of national OSH policy and implementation. 



  • Other government ministries, including the Ministry of Industry, Science, Technology and Innovation; Ministry of Health; Ministry of Environment; and Ministry of Public Works and Transport, which may have requirements relevant to workplace operations depending on the industry and activities involved. 


Rather than relying on one central piece of legislation, businesses may need to identify applicable obligations across multiple Prakas and regulatory sources.
