EHS & Sustainability Landscape in Thailand 


Thailand’s EHS regulatory landscape involves several government authorities, with requirements covering occupational safety, workplace conditions, industrial activities, hazardous substances, environmental controls, and regulatory reporting. 


The rules that apply to a business will depend on its operations. Factors such as industry, facility type, equipment, processes, and the materials used on site can all affect the compliance obligations that need to be managed. 


Key authorities involved in Thailand’s EHS framework include: 



  • Department of Labour Protection and Welfare (DLPW), under the Ministry of Labour. The DLPW is the main enforcement authority for occupational safety, health, and workplace environment requirements under the Occupational Safety, Health and Environment Act B.E. 2554 (2011). 



  • Department of Industrial Works (DIW), under the Ministry of Industry. The DIW oversees environmental and hazardous substance requirements for industrial facilities, including pollution control and hazardous material licensing. 



  • Ministry of Labour, which issues Ministerial Regulations covering specific workplace activities and equipment, including machinery, cranes, boilers, chemical exposure, electrical systems, and heat hazards. 


Recent changes have also introduced new reporting timelines for employers. A Ministry of Labour notification that took effect in November 2025 requires employers to carry out hazard assessments and workplace environmental impact studies. Safety, occupational health, and working environment action plans must then be submitted through the DLPW’s electronic system within 60 days of completing the assessment. Relevant records must be retained for at least three years. 


With requirements coming from different authorities and new obligations continuing to emerge, keeping track of what applies to a particular operation can become time-consuming.
